Sir,

With reference to your letter of the 6th April last No. 10942-04, enclosing a copy of a despatch from the Officer administering the Government of Hong Kong relative to certain French Steam Ships plying between that Colony and Canton, I am directed by the Board of Trade to request you to be so good as to state to Mr Secretary Lyttelton that they have not sufficient information to enable them to express a decided opinion upon the question whether the French Certificates of these vessels could or could not in practice be renewed, but they observe that, under section 10 (2) (b) of Ordinance 36 of 1899, a certain amount of discretion is left to the Governor as to the sufficiency of a Foreign Certificate to exempt a Foreign ship from survey in the Colony.
